You could always purchase some cheap remote server space and create individual folders for your students and house their websites in those. As long as their parents have web access they can view it online.

 

In terms of copying the html files to disk, it should work. Do you check the disks before giving it to your students. Maybe the copying process has been corrupted. Do those that don't work have links to any scripts hosted externally like jQuery scripts etc? Databases?
