Change the language for the apps in the CC.app preferences, then download InDesign English with Hebrew or Arabic Support. Then change back to your primary language. Now you can start your InDesign. When you OS is French, it will run in French, if the French version has been installed.
When ADDITIONALLY the version with Hebrew or Arabic support has been installed, several additional plugins have been installed in the very samy InDesign version you are using normally. These plugins are adding several new menu commands, additions to the New Document or Document Setup dialog which will enable you to work with Hebrew or Arabic Text or Document or—it happened to me Yesterday with a document I have got—if you get a corrupted INDD file where the text runs from RTL you have the interface to repair it now.
The very same is valid with Asian Languages of any kind, but installing all languages at once, I mean Asian and ME versions makes InDesign not very stabil. But a western version with ME or Asian is OK.
