Those are only non-printing guides. The inner one on each page is the margin. (Move or remove them in the initial document setup or by choosing Layout > Margins and Columns...)
The outer guide is the bleed. Again, it's just a non-printing guide set by the Bleed setting in the initial document setup.
Tap the W key to see the Preview mode, which hides these guides.
