image sequence to mov problem

In photoshop I'm trying to export image sequence to 25fps mov file.

But whatever framerate I choose it will export it to 30 fps.

"I created a flash animation 25 fps 375 frames Duration:15 sec

exported to image seq

imported image seq in photoshop and export it to mp4 @25 fps. but the video length comes to 13 sec bases on 30 fps.

Is there a solution to this??
