If your Lightroom is Creative Cloud, you can change the language.

Step1. Change language setting in Creative Cloud Desktop Application.

Adjust the install language | CCM

Step2. Delete Lightroom.

Step3. Reinstall Lightroom from Creative Cloud Desktop Application.
