Those are not "echoes". Those are simple JPEG artifacts from JPEG compression in a very small image—to which you probably do not have copyright ownership, as in a low-resolution thumbnail from a professional photographer's work.
Your low-resolution image has been enlarged to an unreasonably degree, which only accentuates said artifacts.
Even if you overcame the obvious copyrights issues, those artifacts can only be removed by skillful painting with a brush by someone very familiar with Photoshop.
