Actually Image Processor Pro plug-in script would need the help of an action to do what you want.  Its really simple to do in and action for Adobe ships a Plug-in script with Photoshop to help you do what you want. The plug-in is also used by the normal Image Processor script to to re-size images.  The Problem is after the re-size done by the plug-in, by Image Processor and by Image Processor Pro the image is not  always 1024x758 because of the various aspect ratio you have.  The images will have a canvas size that is 1024x758 or some what smaller.   You would need an action to force the png canvas size to be 1024x758.   Any added canvas would be either transparent or if the Tiff image has a background layer the color of the background layer or Photoshop's background swatch.

 

The Batch action you could record is simple four steps action once you have the knowledge.

 

Step 1 menu File>Automate>Fit Image.  In the Fit Image dialog you set width 1024 Px and the height 758 px. and click OK. Fit Image uset Bicubic interpolation which is a good general purpose method.

Step 2 menu Image>Canvas Size. In the Canvas size dialog you set width 1024 px and in the  height 758 px un-check relative leave anchor point in the center and you can set the canvas color for added canvas for background layer. If the Tiff File is flat the is a visible background layer which has canvas color..

Step 3 Save as PNG do not change anything in the file name field. in the "save as" dialog. You do not want any name recorded into the action.  You want Photoshop to use the current document name so the action can be batched.

Step 4 Close when Prompted use the do not save option..

 

All Dialog settings use while recording the actions will be recorded into the actions steps and no dialog will be displayed when the action is played or used. The reply no save to the close prompt will cause the close step to be recorded  as"Close no Save"
