Actually Image Processor Pro plug-in script would need the help of an action to do what you want. Its really simple to do in and action for Adobe ships a Plug-in script with Photoshop to help you do what you want. The plug-in is also used by the normal Image Processor script to to re-size images. In the Canvas size dialog you set width 1024 px and in the height 758 px un-check relative leave anchor point in the center and you can set the canvas color for added canvas for background layer. If the Tiff File is flat the is a visible background layer which has canvas color..
Step 3 Save as PNG do not change anything in the file name field. in the "save as" dialog. You do not want any name recorded into the action. You want Photoshop to use the current document name so the action can be batched.
Step 4 Close when Prompted use the do not save option..
All Dialog settings use while recording the actions will be recorded into the actions steps and no dialog will be displayed when the action is played or used. The reply no save to the close prompt will cause the close step to be recorded as"Close no Save"
