I ran that Cleaner tool thingy, and This has made absolutely no difference. I'm still getting the 150:30 Error warning after reinstallation of Photoshop Elements 8. The Cleaner probably didn't work because after I uninstalled Photoshop Elements 8 for the 3rd time, it couldn't find anything to delete. Go figure.
