OK.
Let's reset the type tool. To do that, on the type tool's option bar, look for a box with lines in it on the right. Click on it to reset the tool.
If that does not fix it, reset preferences. To do that, go to Edit>preferences>General. Look for this:
Close PSE, then launch.
