When you create a clipping mask, make sure the roud rectangle is on "top" of the image > select both > Object > Clipping Mask > Make ( but, before you do that, select the rounded rectangle and do a Command /Control Shift-M ( move ) of whatever to get the a copy of the rounded rectangle away from the mask, let's use 8" horizontal as an example > select "Copy" so now you have a copy 8" away from the clipping mask. Apply whatever stroke color to the copy and "move it back into ( - 8" ) position "over" the mask. You should have the masked image, the text, and a stroked path in the color of your choice. Similar to Larry's example above.
