Given that your have Premiere Elements 12 installed on Windows 8 64 bit.

(If you have not already, please update 12 to 12.1 using an opened project's Help Menu/Update.)

 

If you want to import a music file stored in Libraires/Documents/Music into a Premiere Elements 12 project, then you use the project's Expert workspace Add Media/Files and Folders/ and browse to and select your wanted file to bring it into Expert workspace/Project Assets/Timeline and one of its audio tracks. If you import files into the Quick workspace, you will find that there is no Project Assets. Rather the route is direct Add Media/Files and Folders (in this example)/scene spot in Filmstrip.

 

If you have iTunes music, you may have to convert the file to .wav file in iTunes before the music is imported into the Premiere Elements project. If needed, we can go step by step into how you use iTunes for this conversion.
