Best to build on Mac or PC

Hi I already own a powerful PC and we're looking into Enterprise DPS.

Is it better to build everything on an Apple computer or I can still build in my PC and copy the files to an Apple computer? I do prefer working on a PC.

I understand I need an Apple computer to publish to the store, should I go for an iMac or a powerbook would suffice if I'm not using it to build but just for publishing?

I suppose it's best to stay in all Apple environment if I plan to deploy on iPads? That way I can do testing?
