Alas, using the shift-ctrl-alt technique only opens the Properties window for the executable.
Using Method 2 (manually delete prefs.psp) doesn't work either, because the folder
(C: > Users > [user name] > AppData > Roaming > Adobe > Photoshop Elements > x.0 > Editor > Adobe Photoshop Elements x.0 Prefs.psp)
only contains one file named output-5.binary. There is no Prefs.psp there.
