The Phantom Burner should work in conjunction with Premiere Elements 10 Windows for creating a Blu-ray disc image file
as described in my blog post (workaround for the no burn to folder for Premiere Elements Blu-ray).....then using the Blu-ray disc image in ImgBurn to obtain the Blu-ray disc format on Blu-ray disc.
Premiere Elements 10 comes with a burn to folder for the AVCHD Share/Disc/AVCHD choice, but not the Share/Disc/Blu-ray choice. Why? Not sure of the technical details behind Adobe's feature decisions. You can take the BDMV folder from the AVCHD burn to folder into ImgBurn to get the AVCHD on DVD disc.
Not sure what is involved in this "complete start from scratch". I would think installation files would be just that. But do not proceed unless you have backups and you have a safety net.
